Chennai: Delhi-Based Firm Secures Contract To Prepare Outer Ring Road Development Plan

The Chennai Metropolitan Development Authority (CMDA) has awarded a contract worth Rs 2.9 crore to Delhi based-Rudrabhishek Enterprises Limited, to prepare a blueprint for the development of a one km stretch on either side of the 62km outer ring road (ORR).

The consultant hired for the project will be responsible for creating a detailed development plan, identifying suitable areas for the Land Pooling Area Development Scheme, and preparing an economic development plan along the growth corridor of the outer ring road, according to officials.

The plan aims to provide seamless connectivity to reduce transportation costs, attract business investments, and stimulate demand for affordable housing and quality public spaces.

The corridor will have excellent connectivity with both the existing airport and the proposed airport at Parandur.

A new growth centre will be established on the outer ring road to protect the green cover between the core city and corridor threatened by urban expansion.

The consultant will assess the feasibility of various modes of transit, such as metro, light rail, suburban train, tram, etc., on the outer ring road.


The growth on Old Mahabalipuram Road, GST Road, and NH-4 may have reached its limit due to a shortage of land for large-scale developments.

The consultant will analyse the guideline value of land parcels adjacent to the outer ring road, considering land classification and market rates based on the latest registration details in the immediate vicinity, according The New Indian Express report.

Chennai Outer Ring Road (CORR)

The CORR was developed as per the First Master Plan for the Chennai Metropolitan Area to relieve traffic congestion in the city.

C​​ORR connects NH-45 at Vandalur, NH-4 at Nazarathpet, NH-205 at Nemilichery, NH-5 at Nallur and TPP road at Minjur. It was developed in two phases. The first phase, between Vandalur and ‌ Nemilicheri, was opened for public use in 2014. 

The second phase of 30 km connecting Nemilicheri with Minjur was completed in 2021.

The Second Master Plan has identified areas along CORR as potential areas for future growth.


An area of 22 m between left and right carriageways is reserved for public transport corridors (PTC), while the remaining 50 m wide strip is reserved for commercial purposes.
