Congress party's senior leader and an incumbent Rajya Sabha member Abhishek Manu Singhvi is set to move a private member Bill in the Parliament, proposing enforcement of two-child policy across the nation in a bid to address the problem of rising population, reports Indian Express.

Singhvi, an senior lawyer in the Supreme Court, has already received President Ram Nath Kovind's permission to table The Population Control Bill, 2020. The permission was necessary given the bill has monetary implications as it proposes to enforce the two-child norm through incentives and disincentives.


It also proposes that those who do not comply with the two-child policy should be barred from contesting elections, getting promotions in government services and receiving Government subsidy, except those belonging to the below poverty line (BPL) category. The other proposal for disincentivising non-compliance includes barring them from applying for Group A jobs.
