HRD Ministry Preparing Five-Year Education Plan To Overhaul Existing System, Ropes In Experts From Various Fields

The Human Resource Development (HRD) ministry is roping in various experts to prepare for a five-year Education plan, reports Economic Times.

The department is seeking to bring in “transformational change in the system over the next five years” through the project ‘Education Quality Upgradation and Inclusion Programme’ (EQUIP), the report cited sources as saying.

According to the report, the HRD ministry is preparing a five-year action plan with the help of experts such as former revenue secretary Hasmukh Adhia, principal scientific advisor K Vijay Raghavan, Niti Aayog Ceo Amitabh Pant, former Infosys CEO Kris Gopalakrishnan and Rediff founder Ajit Balakrishnan.

After a three-day brainstorming boot camp at the Lal Bahadur Shastri National Academy of Administration (LBSNAA) in Mussoorie, ten groups, led by various experts, presented draft plans on issues related to higher education and now, their reports would be compiled to create the five-year education plan by June 2019.

Among various issues, Adhia’s group focused on ‘expanding access’ and drew up plans to double gross enrolment ratio to 52 by 2024 and also stressed on increasing the enrollment of SC’s and ST’s.

Kant’s group devised plans on internationalisation of institutes, tightening the policy for foreign universities in India and promoting international academic collaborations while Gopalkrishnan’s team focused on ‘financing higher education’ and increased private sector participation.
