Jharkhand Takes A Cue From Gujarat, Begins Implementation Of EWS Quota For General Category

Jharkhand Chief Minister (CM) Raghubar Das has claimed that his government had already begun the process of implementing the Constitution (103 Amendment) Act, 2019 from Tuesday (15 January), reports The New Indian Express.
The act reserves 10 per cent of the seats in education and jobs for the economically weaker sections of the general category.
“In the wake of Prime Minister Narendra Modi's governments historic decision to give 10 per cent reservation to economically weaker section, Jharkhand government has also decided to provide this (10 per cent) reservation among the economically weaker category in government jobs and educational institutions,” a government release stated.
Gujarat became the first state to initiate implementation of the new quota from 14 January 2019. These announcements come just days after the President gave his assent to the amendment bill, thereby adding the new reservation clause to the Constitution.
Reservation Based On Economic Criteria
The 103 amendment provides for 10 per cent reservation in private educational institutions, whether aided or unaided by the state, apart from the state-run ones like the IITs and IIMs. However, minority educational institutions are exempt from this provision.
The new reservation will be applicable over and above the total 50 per cent quota already reserved for Scheduled Castes (SCs), Scheduled Tribes (STs) and Other Backward Classes (OBCs).
