Chauhan added that the panel had given its recommendations on how betting and gambling must be regulated if states feel compelled to legalise them.
However, he added that regulating them was the only way to control it since a complete ban was not possible to enforce. The report had suggest an overhaul of the laws including reforming existing systems such as horse racing and lotteries as well as introducing stringent regulations.
