Smart Cities Project: Govt Finalising Proposals On PM Modi's Action Plan

The Ministry of Housing and Urban Affairs (MoHUA) has initiated work to finalise recommendations for providing Integrated Command and Control Centres (ICCCs) as a service to states along with smaller cities.

The development comes as the central government is finalising a 60-point action plan after Prime Minister (PM) Narendra Modi held a meeting with the secretaries of all departments and ministries in September.

The Smart Cities project targets developing 100 citizen-friendly and self-sustainable urban settlements. As a part of the same, establishing ICCCs for each city is an integral step as well.

The ICCCs are shaped to allow authorities monitor the status of several facilities at real-time. For instance, they were supposed to be controlling and assessing sanitation, traffic movement, integrated building management, water and power supply amongst other amenities.

Now, these centres will also be assessing other parameters and it will also be connected to the CCTNS (Crime and Criminal Tracking Networks and Systems) network, which is under the Ministry of Home Affairs.

“When you try to scale up across the country, you can’t spend Rs 100 crore or so per city… We will need one centre in a state where all the inputs come from the cities. So if a state wants to set up in 100 cities it can make one common investment instead of all 100 cities,” an official in the know of developments was quoted in the Indian Express.

He added, “The PM has asked to explore such a model. We have been working the industry and our own consultants. In a couple of weeks we will be able to finalise the model and then talk to the states.”

The MoHUA will be finalising the ICCC model and execute a pilot project across six states, namely: Karnataka, Madhya Pradesh, Tamil Nadu, Rajasthan, Maharashtra and Uttar Pradesh.
