A day before the Odisha DGP conference in Bhubaneswar, Khalistani terrorist Gurpatwant Singh Pannun issued a provocative statement aimed at disrupting the high-profile gathering, which will be attended by Prime Minister Narendra Modi, Union Home Minister Amit Shah, National Security Advisor Ajit Doval, and several top security officials.

In a video threat message, Pannun, the leader of the banned Sikhs for Justice (SFJ) organisation, called upon his supporters to “disguise and take cover in temples and hotels in Bhubaneswar to disrupt the DG-IG conference.” He also incited extremist groups, including Naxals, Maoists, and Kashmiri fighters, to infiltrate the city and carry out acts of disruption.

Designated as a terrorist under the Unlawful Activities (Prevention) Act (UAPA), Pannun went a step further, daring PM Modi to visit the Ram Mandir in Bhubaneswar and alleging that the conference's agenda involves targeting pro-Khalistani Sikhs, Kashmiri fighters, Naxals, and Maoists. 

He claimed that the meeting, which brings together over 200 officials from agencies like the NIA, CRPF, BSF, NSG, IB, and CISF under the leadership of Amit Shah, aims to “orchestrate killings” of these groups.

Prime Minister Modi is scheduled to arrive in Bhubaneswar on Friday at 4:15 pm. He will be felicitated at the Biju Patnaik International Airport before heading to a BJP office meeting, followed by a visit to the Raj Bhawan. 


Amid Pannun's threats, Bhubaneswar has been placed under a massive security blanket. Multiple zones in the city have been declared no-flying and no-drone areas. Odisha DGP YB Khurania assured the public that state police are “on high alert” and monitoring the situation closely.

The timing of the DGP conference coincides with several other high-profile events in Odisha. The winter session of the State Assembly is underway, and the Indian Navy will celebrate Navy Day in Puri on 4 December, an event to be graced by President Droupadi Murmu. These overlapping events have further intensified security arrangements across the state.

With Bhubaneswar hosting critical discussions on national security amidst escalating threats, the state’s law enforcement agencies face a significant challenge in ensuring the safety of attendees and maintaining order.
