Bihar Electoral Roll Revision: Nearly 1.5 Crore Households Covered In First Phase, Over 87 Per Cent Enumeration Forms Distributed

The Election Commission (EC) announced on Friday (4 July) that Booth Level Officers (BLOs) have covered nearly 1.5 crore households across Bihar during the initial phase of the Special Intensive Revision (SIR) of the state's electoral rolls, reported The New Indian Express.

As of 2 July, BLOs distributed over 6.86 crore Enumeration Forms, reaching over 87 per cent of Bihar's 7.90 crore enrolled electors who are enrolled as on 24 June 2025, the EC said.

The poll panel said that the remaining houses were inaccessible for a variety of reasons, including locked premises, which may have resulted from electors' deaths, or the migration of families or residents.

But according to EC officials, the coverage would improve because BLOs would be visiting each home three times during the exercise.

Responding to Opposition concerns, the EC said printing, distribution and collection of enumeration forms during the last SIR in Bihar in 2002 was done between July 15 and August 14 (31 days). Similarly, this time around also the exercise is being conducted from June 24 to July 26.

To streamline the process, the EC portal and ECINET App now offer partially filled ‘Enumeration Forms’ for download, and "Voters can also complete and upload their forms directly through the ECINET App."


The BJP leads with 52,689 BLAs, followed by RJD (47,504), JD(U) (34,669), and INC (16,500).

Voter responsiveness is evident, with nearly 38 lakh signed forms, or about 5 per cent of the total, already submitted.

Reiterating its "Inclusion First" motto, the EC urged all voters to submit their forms by 25 July to ensure inclusion in the Draft Electoral Roll, set for publication on 1 August. Verification of submitted forms is ongoing.

The Final Electoral Rolls will be published on September 30, 2025, the Election Commission said, adding that appeals can also be filed thereafter with the DM and the CEO.
