Delhi-Ghaziabad-Meerut RRTS: NCRTC To Set Up Project Management Unit for Strategic Development Along Namo Bharat Corridor

In a significant move to maximise urban infrastructure and revenue potential, the National Capital Region Transport Corporation (NCRTC) has announced plans to set up a Project Management Unit (PMU) to oversee strategic land development along the Delhi-Meerut Namo Bharat corridor, PTI reported.

The corporation has invited bids from consultants to assist in monetising land parcels through the creation of high-density, mixed-use developments, including retail centres, office spaces, rental housing, hospitals, theme parks, and integrated transit hubs.

Bids must be submitted by 20 March, after which a consultant will be appointed to lead the project’s strategic implementation.

The initiative aims to transform key station-adjacent plots into thriving commercial and residential hubs, ensuring sustainable non-fare revenue generation.

Identified Land Parcels for Development:

  • Ghaziabad – 2.4 hectares

  • Duhai Depot – 31 hectares

  • Bhaisali (Meerut) – 9.7 hectares

  • An additional 16 hectares across Sarai Kale Khan, New Ashok Nagar, Anand Vihar, Guldhar, Duhai, Muradnagar, Modinagar, Meerut South, and Modipuram

  • The PMU will play a pivotal role in market research, financial modelling, transaction advisory, business planning, developer selection, and stakeholder coordination.

    Consultants will also be responsible for ensuring smooth project execution and knowledge transfer.

    This initiative aligns with the globally recognised Transit-Oriented Development (TOD) model, which promotes high-density, mixed-use urban growth around transit hubs.

    By integrating TOD principles, the NCRTC aims to reduce congestion, enhance connectivity, and drive economic development in emerging urban clusters.

    To ensure financial sustainability for the capital-intensive project, NCRTC is actively leveraging Land Value Capture (LVC) and Value Capture Financing (VCF) models—strategies successfully implemented in major global transit projects.

    The Namo Bharat corridor, spanning 82 km, is India’s first high-speed, high-frequency regional transit system. Currently, 55 km of the corridor between New Ashok Nagar and Meerut South is operational, with the entire project set for completion later this year.
