DoT Brings New Process For Easy Machine-To-Machine SIM Ownership Transfer Without Service Disruption

The Department of Telecommunications has issued a new framework designed to simplify how ownership of Machine-to-Machine (M2M) SIM cards can be transferred between service providers.

Until now, there was no formal process for changing the ownership of these SIMs, often leading to disruption in services when a transfer between providers was needed.

The newly issued Office Memorandum from the Ministry of Communications lays out a structured, step-by-step system to prevent such interruptions and maintain compliance.

Under this framework, a user who wishes to transfer M2M SIMs must first submit a written request to their current provider, identifying the SIMs and the new provider.

The existing provider is required to issue a No Objection Certificate within 15 days if there are no dues pending.

The new provider then assumes full responsibility for the transferred SIMs through a written undertaking, including KYC compliance and other obligations.

Each SIM must always stay mapped to a licensed M2M Service Provider to prevent misuse or service lapses.

The Department emphasised that this initiative reflects its ongoing effort to create a more reliable and future-ready M2M and IoT ecosystem in India, balancing end-user protection with industry flexibility.
