India Gears Up For Labour Code Rollout: Rules Likely To Be Finalised By 31 March

India is set to take a significant step towards labour reforms, with the Labour Code rules expected to be finalised by 31 March, setting the stage for the possible implementation of the four Labour Codes from 1 April, reported The Hindu.

A high-level meeting of Union and State Labour Ministry officials reviewed the progress in drafting rules under the Codes, signalling the final phase of the long-awaited labour law overhaul.

The meeting highlighted that over 18 States and Union Territories have already implemented a majority of the reforms, while more than 32 States and UTs have pre-published draft rules.

The remaining States and UTs have shown satisfactory progress, and all 36 States and UTs are expected to complete the pre-publication of harmonised draft rules by 31 March, ensuring nationwide compliance with the Labour Codes.

The two-day meeting, chaired by Union Labour Minister Mansukh Mandaviya, also focused on broader labour reforms, including gig and platform worker policies.

He also highlighted government efforts to match labour market demand with supply, leveraging initiatives like the National Career Service (NCS) Portal and Model Career Centres (MCCs) to boost employment opportunities.

During the meeting, the Minister launched State and Union Territory microsites under the e-Shram initiative and the Occupational Shortage Index (OSI). The e-Shram microsites, seamlessly integrated with the national e-Shram database, will simplify the registration process for unorganised workers.

Meanwhile, OSI aims to analyze labour market trends, helping policymakers and employers identify skill shortages and align job seekers’ skills with industry needs, thereby enhancing employment outcomes across the country.
