India Set To Launch National Large Language AI Model By End Of 2025 To Reduce Dependence On Foreign Systems

India is preparing to unveil its own Large Language Model (LLM) by the end of 2025, marking a decisive step toward AI self-reliance under the government’s IndiaAI Mission.
According to the Ministry of Electronics and Information Technology (MeitY), twelve Indian companies are already developing foundation models powered by 38,000 GPUs—available at a highly subsidized rate of Rs 65 per hour—to accelerate indigenous innovation and reduce dependence on foreign AI systems.
Speaking at the India Mobile Congress 2025, MeitY Secretary S Krishnan said India’s AI strategy emphasises "innovative and frugal" approach, ensuring that limited resources are used efficiently to deliver widespread benefits.
The approach, he added, has drawn interest from international organizations seeking scalable digital-transformation models for the Global South.
"We have adopted innovative means by learning from the experiences of others to build viable projects and products that will truly make a difference for us. In partnership with the private sector, accessible to the public sector - ensuring a level-playing field for all providers, is both innovative and frugal," Krishnan said.
During the summit, Abhishek Singh, Additional Secretary of MeitY and CEO of IndiaAI, said the government’s AI mission is closing key gaps by creating affordable compute infrastructure, national data platforms, and AI-skilling programmes.
“The Government’s IndiaAI Mission, approved last year, is addressing key gaps by enabling affordable compute, creating a national data platform, supporting foundation models, advancing AI skilling, and ensuring safe and trustworthy AI," Singh said.
"Today, with 38,000 GPUs available at just ₹65 per hour and 12 companies developing foundation models, we envision to launch an Indian Large Language Model by year-end, reducing dependence on foreign systems," he added.
