India Unveils Unified Cyber Defence, Modern Amphibious Warfare Framework In Newly Declassified Doctrines

Chief of Defence Staff (CDS) General Anil Chauhan and Secretary, Department of Military Affairs, on Thursday (7 August) formally released the declassified versions of the Joint Doctrines for Cyberspace Operations and Amphibious Operations during the Chiefs of Staff Committee meeting in New Delhi.

According to the Ministry of Defence, the move to declassify these documents aims to enhance visibility, accessibility, and dissemination of joint warfighting concepts across the armed forces, policymakers, and strategic community.

Cyberspace Operations Doctrine

The Joint Doctrine for Cyberspace Operations provides a unified approach to securing India’s national cyberspace interests. It integrates offensive and defensive cyber capabilities, supports synchronised tri-service operations, and focuses on:

  • Threat-informed planning based on real-time intelligence.

  • Resilience building to withstand and recover from cyber attacks.

  • Joint capability development to ensure interoperability among the three Services.

  • Amphibious Operations Doctrine – Context and Scope

    The Joint Doctrine for Amphibious Operations defines the planning and execution framework for operations integrating maritime, land, and air forces.

    Amphibious operations—considered among the most complex military manoeuvres—are intended to:

    • Project force from sea to shore in conflict scenarios.

  • Support humanitarian assistance, disaster relief, and evacuation missions.

  • The doctrine draws upon India’s historical maritime experience, from the Mauryan and Chola naval expeditions to modern operations in the Indian Ocean Region (IOR).

    It highlights the need for capabilities such as:

    • Stand-off beaching and over-the-horizon assault methods to counter modern battlefield transparency.

  • Integrated air and sea control to secure Amphibious Objective Areas.

  • Joint training for interoperability across services and with foreign militaries.

  • Amphibious forces are assigned roles at strategic, operational, and tactical levels—from deterrence and crisis response to raids, demonstrations, and full-scale assaults.

    The doctrine also identifies enabling concepts such as Operational Manoeuvre from the Sea (OMFTS), heliborne induction, and integration of Special Forces for precision actions.

    Future Doctrinal Developments

    The ministry said that General Chauhan has initiated development of numerous new doctrines and primers covering contemporary as well as niche areas of war-fighting such as Military Space Operations, Special Forces Operations, Airborne and Heliborne Operations, Integrated Logistics, Multi Domain Operations.

    These doctrines will provide stakeholders and policy makers with a common lexicon and guidelines for effective planning and smooth execution of joint military operations.
