The Maharashtra government has approved the Slum Cluster Redevelopment Scheme (SCRS) to comprehensively redevelop slums, old dilapidated structures, tenant-occupied buildings, and underutilised vacant lands across Mumbai.
The initiative will be implemented through the Brihanmumbai Slum Rehabilitation Authority (BSRA) and aims to ensure modern, sustainable urban planning while enhancing civic amenities and overall quality of life.
Under the scheme, the BSRA will act as the nodal agency and identify clusters of land spanning a minimum contiguous area of 50 acres, with slums covering at least 51 percent of the area.
The proposed cluster will be reviewed by a high-level committee led by the Additional Chief Secretary, Housing, and will require government approval prior to implementation.
The redevelopment plan can be executed either by a government agency through a joint venture or by a private developer appointed via a tender.
In cases where a developer owns over 40 percent of the land in a cluster, the plan may proceed with prior government permission based on the high-level committee’s recommendations.
Central government lands or those under its undertakings can also be included with consent.
Should they decline, the land may be acquired under the Land Acquisition, Rehabilitation and Resettlement Act, 2013, with acquisition costs borne by the implementing developer.
Slums within Coastal Regulation Zone I and II will be integrated into the scheme, with vacated land utilised for public facilities, while retail units may be constructed on Zone II lands.
The scheme allows for construction beyond the 4 Matai Area Index limit where feasible, with additional space allocated for slum rehabilitation outside the cluster or for Project Affected Persons (PAP).
Incentive benefits under Regulation 33(10) of the Development Control Rules, 2034, will apply to such expansions.
