Maharashtra Chief Minister Devendra Fadnavis has expressed confidence that the state is poised to become the country’s frontrunner in maritime trade and industry, backed by a fresh wave of investment commitments.

Speaking at the India Maritime Week 2025 in Goregaon, Mumbai, the Chief Minister oversaw the signing of 15 Memorandums of Understanding (MoUs) worth around Rs 56,000 crore.

Memorandum of Understanding and Investment Details

  1. Adani Ports and SEZ Ltd. – To develop Dighi Port and related mega port infrastructure; investment of Rs 42,500 crore.

  • JSW Infrastructure Ltd. – Expansion of Jaigad and Dharamtar ports; investment of Rs 3,709 crore.

  • Chougule & Company Pvt. Ltd. – Shipbuilding, ship repair, rig repair, offshore and power projects; investment of Rs 5,000 crore.

  • Synergy Shipbuilders & Dock Works Ltd. – Shipyard project for shipbuilding, ship repair, and recycling; investment of Rs 1,000 crore.

  • Goa Shipyard Ltd. – Shipyard project for shipbuilding, ship repair, and recycling; investment of Rs 2,000 crore.

  • IIT Mumbai – To set up a Centre of Excellence for R&D in ship design and construction.

  • IIT Bombay – To create marine engineering and infrastructure training facilities.

  • IIT Bombay – Capacity building and skill development for Maharashtra Maritime Board staff.

  • Knowledge Marine & Engineering Works Ltd. – Shipyard project for shipbuilding and repair; investment of Rs 250 crore.


  • Candela Technology AB (Sweden) – To establish a shipyard for passenger ship construction.

  • Abu Dhabi Ports Group (UAE) – Agreement to enhance maritime cooperation between Maharashtra and UAE.

  • Atal Turnkey Projects (Netherlands) – Maritime cooperation with Maharashtra; investment of Rs 1,000 crore.

  • Echandia Marine AB – To set up marine battery energy storage manufacturing for tugboats; investment of Rs 10 crore.

  • Mumbai Port Authority – Mutual cooperation agreement to strengthen passenger water transport in Mumbai Metropolitan Region.

  • The agreements, inked in the presence of Fisheries and Ports Minister Nitesh Rane, Additional Chief Secretary of Ports Sanjay Sethi, Maharashtra Maritime Board CEO P Pradeep, and representatives from participating companies, aim to accelerate port development, shipbuilding, and maritime infrastructure across the state.

    Fadnavis noted that these partnerships would help Maharashtra take the lead in the field of maritime trade and development, adding that world-class facilities would emerge in the domains of port operations, transport, industry, and commerce.

    Highlighting the state’s efforts to strengthen coastal transport, he said, “Water transport is important for Mumbai. After the start of Ro-Ro service, there is a good response from the citizens. Now a water taxi service will be started between Gateway of India and Navi Mumbai Airport, which will save a lot of travel time.”

    He also announced the induction of electric vessels to promote clean and sustainable transport.

    Major projects such as Dighi and Vadhavan ports are expected to enhance Maharashtra’s maritime capacity and connectivity. Fadnavis emphasised that Vadhavan Port will link key cities through new road networks.
