The Mumbai Metropolitan Region Development Authority (MMRDA) has announced stricter enforcement protocols within its Special Planning Authority (SPA) jurisdictions.
This move aims to rein in unauthorised constructions, restore order in urban planning and ensure development aligns with the law.
To this end, the MMRDA has designated officers empowered under Section 53 of the Maharashtra Regional and Town Planning (MRTP) Act, 1966, with the authority to take swift legal action against unauthorised developments.
Their remit will include issuing notices, conducting hearings, and ensuring demolition or compliance orders are executed in a time-bound, transparent manner.
The crackdown will apply to several SPA zones under MMRDA’s control, including Ambernath-Kulgaon-Badlapur, Bhiwandi, Kalyan Growth Centre, Bandra-Kurla Complex, Mumbai Airport notified area, Oshiwara District Centre, Wadala, and notified zones in Palghar and Alibaug.
However, development permissions in the extended areas of Palghar and Alibaug will continue to be administered by the respective district collectors until formal development plans are sanctioned.
Appointed officers will act under a clearly defined Standard Operating Procedure (SOP), which includes:
Ensuring due process under Sections 52 to 56 of the MRTP Act
Facilitating appealable decisions
Acting strictly as per judicial directions
The MMRDA has committed to a ‘Zero Tolerance’ approach, stating officers will act “swiftly, firmly, legally, and transparently,” ensuring each case is addressed within a fixed timeline.
By strengthening enforcement in SPA zones, MMRDA hopes to curb unlawful urban sprawl and reinforce a culture of compliance in one of India’s most densely populated and rapidly growing metropolitan regions.
