Nitish Kumar's Big Moves Before Bihar Elections: 35 Per Cent Job Quota for Women To Be Based On Domicile, New Youth Commission Announced

Bihar Chief Minister Nitish Kumar on Tuesday (8 July) declared that the 35 per cent reservation for women in all categories of state government jobs, would be based on domicile status, reported India Today.

“35 per cent reservation exclusively for women candidates who are original residents of Bihar in direct recruitment to all categories, levels, and types of posts in all state government services,” Kumar stated.

The Cabinet approved the decision during a meeting chaired by the Chief Minister in Patna.

While reservation was provided to women earlier, it was not based on domicile, which meant that even those women who were not permanent residents of Bihar, could avail of the quota.

“I am pleased to inform you that to provide more employment opportunities to Bihar's youth, train them, and make them empowered and capable, the government has decided to constitute the Bihar Youth Commission. The cabinet has given its nod for this today,” said the Chief Minister.

The Commission will advise the government on youth welfare, coordinate with departments to enhance education and employment access, and ensure preference for local youths in private sector jobs. It will also address social issues such as substance abuse and support students and workers from Bihar working outside the state.

The body will consist of a chairperson, two vice-chairpersons, and seven members—all under the age of 45. These initiatives reflect the state’s push to empower both women (nari shakti) and youth ahead of the upcoming Assembly elections.
