Rural Local Bodies In Bihar, Haryana And Sikkim Receive Over Rs 1,085 Crore In Fifteenth Finance Commission Grants

The Union Government has released Fifteenth Finance Commission (XV FC) Grants during Financial Year 2024–25, for the rural local bodies of Bihar, Haryana and Sikkim. 

These funds, intended to support Panchayati Raj Institutions (PRIs), will be utilised for developmental activities.

Bihar Receives Over Rs 869 Crore in Untied Grants

Bihar received the second instalment of untied grants amounting to Rs 821.80 crores and withheld portion of first instalment of untied grants amounting to Rs 47.93 crores. 

The funds are for the all 38 district panchayats, 530 eligible block panchayats and 8052 eligible gram panchayats which fulfilled the mandatory conditions for the release.

Haryana's Rural Bodies to Get Rs 210 Crore

Haryana's rural local bodies will receive Rs 202.46 crore as the second instalment of untied grants, in addition to Rs 7.59 crore from the withheld portion of the first instalment.


Sikkim Receives Over Rs 6 Crore

Sikkim has been granted Rs 6.26 crore as the second instalment of untied grants. These funds will be allocated to four district panchayats and 186 gram panchayats that have fulfilled the mandatory conditions for release. 

Utilisation of Grants

The untied grants will be utilised by Panchayati Raj Institutions (PRIs)/ Rural Local Bodies (RLBs) for location-specific felt needs, under the Twenty-Nine (29) Subjects enshrined in the Eleventh Schedule of the Constitution, except for salaries and other establishment costs

Meanwhile, tied grants will be used for the basic services of (a) sanitation and maintenance of ODF status, and this should include management and treatment of household waste, and human excreta and fecal sludge management in particular and (b) supply of drinking water, rainwater harvesting and water recycling.
