SCO member states in Tianjin, China
At the 25th Council of Heads of State summit of the Shanghai Cooperation Organisation (SCO) in Tianjin, member countries unequivocally condemned the terrorist attack in Pahalgam, Jammu and Kashmir.
As stated in the Tianjin Declaration, “The Member States strongly condemned the terrorist attack in Pahalgam on 22 April 2025. They expressed their deepest sympathy and condolences to the families of the dead and the wounded. They further stated that perpetrators, organisers and sponsors of such attacks must be brought to justice,” the declaration was quoted by ANI.
The declaration reaffirmed the bloc's firm commitment to combating terrorism, separatism, and extremism and stressed “the inadmissibility of attempts to use terrorist, separatist and extremist groups for mercenary purposes.”
It upheld the importance of the sovereign states’ competent authorities in counterterrorism efforts, stating that “double standards in the fight against terrorism are unacceptable,” and called on the international community to intensify cooperation, including in curbing cross-border terrorist movement.
The Tianjin Declaration also adopted India’s vision of “One Earth, One Family, One Future” as a guiding principle. It approved the SCO Development Strategy until 2035 to boost regional peace and prosperity.
The member states also pushed for cooperation in digital and green economies, including a proposed SCO development bank. Additionally, the declaration highlighted respect for human rights, sovereignty, and the need for cultural and civilisational dialogue among nations.
