The Telangana Legislative Assembly on Tuesday (18 March) unanimously passed The Telangana Scheduled Castes (Rationalisation of Reservations) Bill, 2025, addressing a three-decade-old demand for sub-categorisation of Scheduled Castes (SCs), reported The Deccan Chronicle.

The bill seeks to reallocate the existing 15 per cent SC reservation across 59 SC sub-castes to ensure equitable access to education and employment.

The sub-categorisation divides SCs into three groups based on levels of backwardness:

  • Group I: 15 most backward communities (3.288 per cent of SC population) – 1 per cent reservation

  • Group II: 18 moderately benefited communities (62.74 per cent of SC population) – 9 per cent reservation

  • Group III: 26 relatively benefited communities (33.963 per cent of SC population) – 5 per cent reservation


  • Extending full support to the Bill, BJP MLA Payal Shankar thanked Prime Minister Narendra Modi for supporting SC sub-classification.

    He said PM Modi had assured Madigas of his support by attending a community-held public meeting.

    Shankar stated that the Supreme Court judgment allowing states to legislate on SC sub-classification came after the BJP-led Union government filed an affidavit presenting the facts accurately.

    He also praised MRPS activist Manda Krishna Madiga for his contributions and persistent efforts.
