Amidst Rising Protests, Centre Considers Extending Article 371-Like Safeguards To Ladakh: All About It

In the backdrop of recent protests across Ladakh, the Central government is contemplating extending Article 371-like safeguards to the Union Territory, according to sources familiar with the matter, reported Indian Express.
During a meeting on Monday (4 March) between Union Home Minister Amit Shah and representatives from the region, including the Leh Apex Body and Kargil Democratic Alliance, Shah reportedly assured them that their concerns regarding land, employment, and cultural preservation would be addressed through special provisions akin to those outlined in Article 371 of the Constitution.
As per reports, Shah unequivocally stated that it would not be feasible to fulfill the demand for Ladakh's inclusion in the Sixth Schedule of the Constitution.
"A sympathetic response was received from the minister regarding our concerns over land, employment, and culture. He indicated that these issues could be resolved through special provisions under Article 371," noted a Ladakh leader who participated in the discussions.
Representatives from the region also engaged with senior officials from the Ministry of Home Affairs, including Home Secretary Ajay Bhalla.
It's important to note that in recent times, Ladakh has witnessed significant demonstrations calling for statehood, a legislative assembly, Sixth Schedule inclusion, and environmental conservation amidst fears of potential industrialisation.
"People currently lack representation in the region's administration, leading to a bureaucratic setup. However, the Centre has not committed to this," remarked another leader.
While rejecting the plea for a legislature, Shah assured the Leh and Kargil delegations that the government would ensure local representation and engagement through hill councils.
"He indicated that hill councils could be empowered with sufficient authority, and their budgets would be commensurate with those of states," stated a delegation leader.
