The altercation
A heated argument turned into a violent clash between a Delhi Civil Defence (DCD) volunteer and a student on a South Delhi road on Monday (5 April). The video of the incident went viral on Tuesday (6 April).
There are two videos doing the rounds on social media. In the first video clip, a DCD volunteer, who was issuing challans to people who were not wearing a mask, is seen beating a student with a belt on the road. A man along with other DCD volunteers can also be seen stopping the violent volunteer.
In the second video, the student, along with a few people who were passing by, can be seen attacking the DCD volunteers. In the video a person has been captured hitting a DCD volunteer with his helmet.
First Information Reports (FIR) have been registered at the Hauz Khas police station by both the parties.
The heated argument started when a DCD volunteer stopped Gitesh Dagar’s car when the traffic signal was green, Dagar abruptly stopped his car as a result of which a car from behind bumped into Dagar’s vehicle. He then came out and confronted the official and the whole scuffle began.
Deputy Commissioner of Police (DCP) Atul Kumar Thakur, informing about the incident said, “The incident came to light after we received a PCR call at around 3 pm on Monday. The DCD employees, who were issuing challans to people not wearing masks at a traffic signal near the IIT gate, had stopped Gitesh Dagar’s car. He was travelling with his aunt and her daughter from a doctor’s clinic. On stopping the car while the traffic light was green, a vehicle from behind rammed into Dagar’s car following which he came out and started arguing with the volunteers.”
Thakur added, “The DCD volunteers allegedly hit him with a belt. Following this, the student and a few other people, who had gathered there, started beating the volunteers. They have sustained injuries and have been shifted to a hospital for treatment. FIRs have been lodged against both the parties and a probe is on to ascertain what exactly happened.”
A similar incident took place in October, 2020 in West Delhi where the Delhi Police had booked six DCD volunteers for allegedly beating up a head constable, after a scuffle broke out between them over issuing a challan for not wearing a mask properly. The video of DCD volunteers thrashing head constable at the traffic signal in Naraina Vihar had gone viral then.
