A total file of Rs 6,100 was slapped on the owner of the scooter named Raj Deep Singh, while it was being driven by Dheeraj Gurjar, co-in charge of All India Congress Committee, with Priyanka seated beside him. Gurjar is the co-in charge of the All India Congress Committee in the State of UP.

The duo had no helmets or driving licences with them. Further they violated the traffic lights while driving the scooter which had a faulty number plate registration. As a result, the challan was automatically generated from the UP Police's integrated traffic management system.
