Delhi Public Works Department (PWD) Minister Parvesh Sahib Singh has announced that the government will soon roll out a new policy called ‘Adopt a Flyover’ to enhance the look of flyovers and improve the aesthetics of the areas beneath them, Indian Express reported.
Planned as a Corporate Social Responsibility (CSR) initiative, the policy will invites PSUs, private firms, non-profit organisations, and other institutions to take up beautification of flyovers and utilisation of spaces beneath them, IE reported citing officials.
“More than 100 flyovers in Delhi are under the PWD’s jurisdiction. We have noticed that spaces under these flyovers are filled with garbage and waste… many have also been encroached upon… So, we are planning to come up with a policy that will help utilise these areas,” Singh was quoted as saying by IE.
Under the policy, PWD will invite tenders and selected entities can adopt five flyovers in one package for beautification and upkeep, while PWD will retain responsibility for their repairs and maintenance, according to Singh.
“These companies will maintain cleanliness, remove encroachment under the flyovers and defacement from walls, as well as increase greenery. The area below a flyover can also be developed into a play area, open gym, or a library,” Singh was quoted as saying by IE.
These companies will be tasked with keeping spaces clean, removing encroachments under the flyovers and wall defacements, boosting greenery, and transforming areas into play zones, gyms, or libraries.
He added that street arts on pillars and flyover walls will give the structures an aesthetic look.
Singh said that this will not only showcase Delhi roads in a good light but also help people to enjoy the commute.
The minister stated that directions have been issued to the department to prepare a proposal for the policy.
According to Singh, the aim is to beautify flyovers and road stretches across South and Outer Delhi, with companies awarded one-year contracts and gold or platinum ratings based on performance.
He added that subways and underpasses will be added to the policy later.
Currently, the PWD maintains nearly 1,400 km of major roads across Delhi, including flyovers and underpasses.
Additionally, Singh announced plans to monetise foot overbridges (FOBs) through advertisements, with a plan already approved and set to be setnn to the MCD for its nod.
PWD has also updated drainage, cleaning, and desilting contract rules, mandating contractors to clear debris and silt from the drain within 24 hours to maintain cleaner roadsides and footpaths.
