DGCA Issues Advisory On GNSS Interference In Airspace
The advisory highlights the increasing risk of deliberate interference with navigation systems.
The Director General of Civil Aviation has issued an advisory circular on GNSS interference in airspace.
What is GNSS interference?
GNSS interference refers to disruptions or intentional signals that interfere with the normal operation of Global Navigation Satellite Systems (GNSS).

The circular addresses the emerging threats of GNSS jamming and spoofing, identifies affected geographical areas, and assesses potential impacts on aircraft and ground-based systems.
Released during a period of uncertainty in the aviation industry due to GNSS-related threats, the circular provides crucial guidance and clarity. It offers a practical roadmap and action plan to effectively manage the threat of GNSS interference in airspace.
Given the increasing reports of GNSS interference in the Middle East airspace, the DGCA formed an internal committee on October 4, 2023. The committee has assessed the situation, raised awareness among operators, and engaged with global experts on this sensitive matter.
The circular is crafted based on the committee's recommendations, aligning with best practices, recent developments, and ICAO guidance. It is applicable to all aircraft operators, air navigation service providers (ANSPs), and the Airport Authority of India.
The document outlines the roles and responsibilities of each stakeholder, emphasizing coordinated monitoring and mitigation efforts and highlighting reporting obligations as per regulatory requirements.
Additionally, the circular outlines comprehensive mitigation measures and action plans for aircraft operators, pilots, ANSPs, and air traffic controllers.
This includes the development of contingency procedures in collaboration with equipment manufacturers, conducting safety risk assessments to evaluate operational risks, and establishing a Threat Monitoring and Analysis network. The ANSP is encouraged to collaborate closely with the DGCA to monitor and analyze threats preventively and reactively, generating valuable insights for a robust and immediate threat response.
