The Defence Ministry under Union Minister Rajnath Singh has approved steps to re-organise the Army Headquarters (AHQ) today (21 August), the government has communicated in a press release.
As per the release, an independent vigilance cell is to be made functional under the Chief of Army Staff (COAS). At present, the vigilance function for the COAS is through multiple agencies and there is no single point interface.
An ADG (Vigilance) will be placed directly under the COAS for this purpose. The cell will have three Colonel-level officers, one each from Indian Army, Indian Air Force and Indian Navy.
Also, the ministry has approved moving 206 officers from the AHQ to to formations of the field army. The 206 officers will consist of three Major General, eight Brigadier, nine Colonel and 186 Major or Lieutenant Colonel level officers.
Also, the ministry has approves setting up a nodal point to examine any human rights violation reports. A special human rights section headed by ADG (Major General rank officer) is to be setup for the task which will function directly under the Vice Chief of Army Staff (VCOAS). A Police officer of SSP/SP rank will be taken on deputation for the cell to enhance transparency in operation.
