The Delhi Excise (Amendment) Rules, 2021 were notified on Monday (1 June) in order to permit license holders to supply liquor that has been booked through an application or website at the customer’s doorstep.
The amendment does not allow every liquor store to begin home delivery as only those who hold an L-13 license have been approved to do so.
Moreover, valid license holders have also been approved to serve liquor in open locations and spaces, such as courtyards of clubs, restaurants, bars and also terraces. But, it is mentioned that such kind of liquor serving areas should be screened off from the public view.
In fact, a different license in form L-38 or a permit that is in the form P-10E should be acquired to serve liquors in party halls or banquet halls that fall within the premises of a hotel.
Indian and foreign liquor along with wine or beer can be served by the license-holders either in glasses or full bottles. However, customers’ taking the served bottles out of the licensed premises has been strictly prohibited.
The Supreme Court of India had mentioned last year that home delivery of liquor should be considered so that crowding at liquor stores could be stopped amid the nationwide lockdown due to Covid-19 pandemic, Times of India reports.
