Kerala Governor Arif Mohammad Khan has sought an explanation from the Pinarayi Vijayan-led Communist party government for including its opposition to the Citizenship Amendment Act in his policy address to the Assembly, reports The New Indian Express.

According to the report, the Raj Bhavan expressed concern in a letter written to the Chief Secretary of the state and has pointed out that it would be ‘improper’ to include government’s stand on CAA in the policy address as the law is being examined by the Supreme Court.

In the letter, the Governor further said that as per the Constitutional provisions, the policy address should include the developmental initiatives of the state.

It should not be "about things that are not under the state's jurisdiction," the Governor said. The objective of the policy address is to appraise the members of the government's policies.

Governor Khan also referred to some previous apex court verdicts in this regard and pointed out that the issue related to the CAA is currently under the consideration by the Court, and are hence ‘sub-judice’ in nature.

He added that it would be improper to include a sub-judice matter in the policy address.
