Those who are studying at colleges that affiliate with Delhi University will no longer have to pay for revaluation of exam papers. The Delhi Court provided a breather for the students by refusing to stay the inspection under the RTI petition. It informed that the legal validity of the order by the Central Information Commission (CIC) will be examined that allowed answer sheets to be inspected under RTI.
Students avoided paying fees to the university for the revaluation and instead opted for RTI. The Court order stated that it has decided to stay the CIC order dated 18 June 2018, reported Financial Express. The HC also said that the right of students to seek inspection of answer sheet on a later date will be questioned in the next hearing that will be on 30 January 2019.
The issue began in 2016 when a student of law sought CIC’s help in getting his answer sheet evaluated via RTI. CIC ruled in favour of the student and told the university to grant him the facility of revaluation. It cited Section 2(j) of the Right of Information Act which spoke of “larger public interest”.
Another RTI showed that the university has collected over Rs 3 crore in fee from students for revaluation and providing photocopies of the answer sheets between 2015-16 and 2017-18. During the same time, it earned Rs 23 lakh for rechecking and Rs 6 lakh for photocopies.
