The Justice Rohini Commission, constituted to look into the politically sensitive subject of equitable redistribution of 27 per cent quota for Other Backward Castes (OBCs), has come up with a four-category formula, reports Economic Times.

The commission which was formed on 2 October 2017 has proposed that the total 2,633 OBC castes in the Central List be divided into four sub-categories (1, 2, 3 and 4) and to split the 27 per cent of OBC reservation among these categories as two, six, nine and 10 per cent respectively.

The development comes as the commission has found that a few caste groups have cornered bulk share of the quota. The proposed categorisation of the OBCs in the Central List is therefore aimed at ensuring that other groups will all be guaranteed a share.

It is expected that the first category will include 1,674 caste groups, comprising largely of those who have not benefitted from the quota. The second category will likely include 534 caste groups. Meanwhile, third and fourth caste groups will likely include 328 and 97 caste groups respectively.

Now, the commission is set to begin consultations with state governments on the proposal from next month onwards.
