The Maharashtra Cabinet, chaired by Chief Minister Devendra Fadnavis, on Tuesday (29 April) approved Rs 488.53 crore for completing the remaining works and implementing leakage prevention measures at the Temghar dam project in Mulshi taluka, Pune district.
Constructed on the Mutha river at Mauje Lawarde-Temghar, the earthfill dam has a storage capacity of 3.812 billion cubic feet and plays a vital role in supplying drinking water to Pune city while also supporting irrigation for nearly 1,000 hectares across nine villages.
Despite storing water at full capacity since 2010-11, persistent leakages have hindered optimal usage.
Since it is necessary to stop the leakage to fully benefit from the water in the project, approval was given in February 2025 for the remaining works and strengthening of the leakage prevention.
A second revised administrative nod has now been granted to rectify these issues and complete pending construction.
In a parallel move to strengthen state infrastructure financing, the Cabinet also approved the formation of ‘Maha InvIT’ (Maharashtra Infrastructure Investment Trust), a pioneering platform to raise capital for road and bridge development projects.
With Maha InvIT, modelled on the National Highway Infrastructure Trust established by NHAI in 2020, Maharashtra has become the first state to adopt this structure.
The trust will operate under SEBI guidelines with designated sponsors, investment managers, and project managers.
Key assets from the Public Works Department, Maharashtra State Road Development Corporation, and Maharashtra Infrastructure Corporation will be transferred to the trust, enabling monetisation of future revenues.
The Cabinet also gave in-principle approval for setting up a Special Purpose Vehicle (SPV) to operationalise Maha InvIT.
Officials say the move is expected to attract long-term investments, enhance liquidity, and reduce reliance on high-interest loans.
