In a move to enhance the ongoing Atmanirbharta (self-reliance) drive, the Indian Army has announced plans to establish specialised Army Design Bureau (ADB) cells at various command headquarters.

As reported by Hindustan Times, this organisational restructuring aims to absorb niche technology for capability development, as stated by the army on Thursday (4 April).

According to the statement released by the army, "Organisational and procedural transformation will be undertaken to ensure induction/absorption of niche technology towards futuristic capability development with a focus on Atmanirbharta."

The establishment of the new cells at command headquarters is expected to empower unit commanders and facilitate greater outreach to the industry for identification and trials of niche technology.

The decision to set up these cells was taken at the biannual Army Commanders’ Conference, which concluded on 2 April.

At the meeting, Defence Minister Rajnath Singh urged the army leadership to review doctrinal, structural, and organisational reforms continuously to address future challenges amidst evolving security dynamics.

Additionally, the army plans to explore the creation of a separate fund to power this new initiative.

Furthermore, future procurements will include aspects catering to holistic sustenance requirements during the contract finalisation stage.
