Karnataka Budget: Bounty For Bengaluru As CM Bommai Opens Purse Strings For Rail, Road, Water, Health, Education, Waste Management Projects

Presenting the state budget 2023-24 months ahead of the state assembly polls, Karnataka Chief Minister Basavaraj Bommai announced a funding of Rs 9,698 crore for multiple projects aimed at comprehensive development of Bengaluru city.
Bommai, who also holds charge of Bengaluru Development, said that a special package of Rs 6,000 crore that was unveiled as part of Amruta Nagarothana Scheme for the city will fund several ongoing
"Bengaluru is recognised as technology hub of the world. Our government has given priority to improve the quality of lives of the people in a fast growing Bengaluru city by ensuring seamless mobility, developing roads, prevention of floods by developing storm water drains and by designing scientific and efficient waste management system. Providing quality education and health facilities are also given focus by our government." CM Bommai said during his budget address.

Roads And Flyovers
108 kms of roads under ‘High Density Corridors’ scheme at an estimated cost of Rs.273 crore.
Two flyovers as part of the ongoing construction of suburban rail network.
5 km elevated road at the cost of Rs.350 crore from Tin factory to Medahalli
An integrated flyover from Yeshwanthpur Railway Station to Mathikere and BEL Road
300 km of arterial and sub-arterial roads in the city will be developed at the cost of Rs.450 crore.
Rs.300 crores for the reconstruction of roads which need repair in the 110 villages included in the BBMP limit
White topping of 120 kms arterial roads in Bengaluru at a cost of Rs.1000 crore.
To ensure better access to the fully air-conditioned, newly redeveloped Sir M Vishveshwaraiah Terminal at Byappanahalli, the road network around the terminal will be comprehensively developed at the cost of Rs.300 crore to reduce traffic congestion.
Alongside the budgetary allocation of Rs.13,139 crore by the Union Government for the under-construction Satellite Town Ring Road, the State Government is to fund 30% of the land acquisition cost required for this 288 km ring road project.
Metro Rail Projects
Phase 2: BMRCL will operationalise the 40.15 km metro line in the current year (2023), including the 15.50 km purple line extension from Baiyappanahalli to Whitefield via K.R Puram and the 18.82 km yellow line connecting Bommasandra and R.V Road via Electronic City and Silk Board.
With the new additions to the currently operational 56 km, the entire metro network in the city will be close to 100 km by the end of this year.
CM Bommai said that the work on the 58.19 km metro rail network connecting Central Silk Board Junction to Kempegowda International Airport comprising 30 stations is progressing quickly.
A Detailed Project Report (DPR) for two corridors of 44.65 km length with 31 stations has been submitted to the Union Government. The estimated project cost is Rs.16,328 crore and the work will commence as soon as approval is received.
Suburban Rail Project
All approvals granted by the State Government and Ministry of Railways for the implementation of Rs.15,767 crore Bengaluru suburban rail project.
Grants of Rs.1,350 crore from the Central Government and Rs.1,000 crore from the State Government to be provided in the current year.
The civil works on 25.57 km Corridor 2 (Mallige corridor) connecting Baiyyapanahalli-Chikkabanavara) of the Bengaluru suburban rail project has already commenced, and the Rs.860 crore project will be completed in the year 2024-25.
Bengaluru Metropolitan Land Transport Authority(BMTA)
BMTA has been constituted to co-ordinate the operations of various transport agencies and find the scientific remedies to mitigate the traffic problems of the fast-developing Bengaluru city.
Water Supply
Cauvery Water Supply Scheme Stage-V is being implemented at an estimated cost of Rs.5,550 crore with the financial assistance of JICA, and these works will be completed in the year 2023-24.
Completion of 775 MLD capacity scheme to provide potable water to 50 lakh people in the city.
Rs.200 crore financial assistance to Bengaluru Water Supply and Sewerage Board from the state government for implementing the second phase of providing potable water to 110 villages under the purview of BBMP.
Waste Management And Sanitation
Construction works of four new effluent treatment plants with a total capacity of 440 MLD at a cost of Rs. 1,200 crores have been taken up under the Mega City Revolving Fund.
Currently, 1,850 MLD effluents are being produced in Bengaluru, out of which 1,500 MLD effluent treatment capacity gets created. A capacity of 350 MLD will be added to treat all the effluents in the city.
Auto tippers and compactors will be operationalised to collect dry and wet waste in the same vehicle. For waste processing in the respective ward, a modern technology-based odourless waste processing unit will be established in each ward.
Waste processing to be done locally by mandating the producers of the large quantity of waste including commercial complexes, hospitals and hotels, to process the waste at their own premises.
250 well equipped “She Toilets” to be constructed in the heavily populated markets, mega commercial complexes, etc. of Bengaluru city. The state-of-the-art facility will include toilets, a feeding room, mobile charging, emergency SOS services etc. at the cost of Rs.50 crore.
Flood Prevention
A special project with the assistance of World Bank at a cost of Rs.3,000 crore to prevent flooding. Sluice Gates will be installed at all the tanks to control the flood situation under this scheme and help control the speed and quantity of water flow.
Rs.1,813 crore to develop a total of 195 KMs of drainage and culverts.
Health And Education
All 243 corporation wards in Bengaluru to have Namma Clinics (currently opened in over 100 wards)
27 Smart Virtual Clinics will be set up in 2022-23.
50 dialysis beds and 300 bedded super speciality facilities to be established.
20 Bengaluru Public Schools announced in the 2022-23 budget have been implemented. A scheme for the development of BBMP Schools at the cost of Rs.180 crore is prepared under Amrutha Nagarothana Scheme, and the works will be completed in the year 2023-24.
