Chief Minister Himanta Biswa Sarma on Sunday (27 April) announced that the much-delayed four-laning of the Numaligarh-Dibrugarh section of NH-37 will be completed by 31 December 2025.
Breaking from tradition, the project’s inauguration in January 2026 will feature an Indian Air Force (IAF) aircraft landing on the Emergency Landing Facility (ELF) currently under construction at Moran, TOI reported.
“By 31 December, the four-lane highway will be completed. I have talked to Indian Air Force officials. In Jan 2026, we will inaugurate the highway by landing an aircraft at the ELF being constructed at Moran. This is my promise to the people,” Sarma said in Dibrugarh, where he also inaugurated two flyovers.
The ELF, located on a 3.5 km stretch of the highway near Moran, approximately 40 km from Dibrugarh is designed to accommodate emergency landings of military aircraft including Sukhois, Tejas, Hercules and Antonov AN-32.
It will also serve a critical role in disaster relief operations during Assam’s frequent floods. During emergencies, this section of the highway will temporarily transform into an operational airstrip.
Part of the larger Guwahati-Dibrugarh high-speed corridor, this ambitious project promises to revolutionise upper Assam’s connectivity. Despite earlier setbacks, the project is gaining momentum.
The 39.7 km Numaligarh-Jorhat section was completed on 15 March, while other segments show varied progress, from 23 per cent to over 78 per cent complete.
