From Rifles To Drones: ISI Aiding Terror Group JeM’s Shift To High-Tech Weaponry, Funding Channels Active, Says Report

Pakistan’s Inter-Services Intelligence (ISI) is actively upgrading terrorist outfit Jaish-e-Mohammed’s (JeM) technical and military capabilities, reported NDTV.

The ISI is now facilitating JeM’s shift from traditional weapons—such as assault rifles, mortars, and rocket launchers—to advanced tools like quadcopters, drones, and digital warfare systems.

This marks a significant escalation in the group’s modus operandi.

JeM, notorious for orchestrating several terrorist attacks in India, including the 2001 Parliament attack and the 2019 Pulwama terror attack, is receiving training directly from Pakistan Army personnel.

Meanwhile, the ISI is ensuring that JeM’s procurement channels—mainly through the black market—remain well-funded and functional.

Around half of JeM’s total budget flows into weaponry.

The terror group reportedly receives Rs 80–90 crore annually, much of which comes from Gulf-based donors.

Increasingly, these funds transfer via digital wallets and online platforms, and JeM uses this financing to secure weapons, rebuild destroyed infrastructure, and bolster sleeper-cell networks.

JeM’s growing ties with Tehreek-e-Taliban Pakistan (TTP)—known for launching drone strikes—pose an escalating threat, raising alarms among security officials.
