Rajasthan has witnessed a sweeping reorganization of its police force in recent weeks, with the Bhajan Lal Sharma-led government transferring 34 senior Indian Police Service (IPS) officers on October 22, 2025, followed by the transfer of 180 Rajasthan Police Service (RPS) officers announced late on 1 November, by Director General of Police (DGP) Rajeev Sharma.
The IPS Reshuffle: Senior Leadership Transformation
The October 22 reshuffle marked a significant restructuring of senior police leadership across Rajasthan, affecting Director Generals (DGs), Inspectors General (IGs), Deputy Inspectors General (DIGs), and Superintendents of Police (SPs) across districts, ranges, and specialized wings including the Anti-Terrorist Squad (ATS), Special Operations Group (SOG), and Crime Branch.
The most prominent change saw Sachin Mittal of the 1996 batch appointed as the new Jaipur Police Commissioner, replacing Biju George Joseph (1995 batch), who was elevated to Additional Director General (ADG) - Personnel.
In an unprecedented move, the government also created a first-of-its-kind Director General-level position specifically for the Special Operations Group - Anti-Terrorist Squad (SOG-ATS). This new senior position is designed to improve coordination against terrorism and organised crime. Sanjay Kumar Agarwal of the 1992 batch was identified as a key contender for senior roles in this restructuring.
The ATS and crime-fighting units also saw other significant changes, with Dinesh M.N., a senior IPS officer, transferred to the ATS.
This move sparked discussion on social media, with some questioning whether it represented a downgrade from his previous high-profile anti-gangster operations, where he arrested 47 members of the Rohit Godara and Lawrence Bishnoi gangs.
Other notable IPS appointments included Malini Agarwal (1994 batch) as DG & Commandant General of Home Guards, replacing Govind Gupta.
RPS Transfers: Ground-Level Reorganization
Soon after these transfers were announced, came DGP Rajeev Sharma's announcement of the transfer of 180 RPS officers of DySP level.
If the IPS transfers were about a shuffle of the leadership these transfers affect middle-ranking officers who form the backbone of day-to-day policing operations.
The most notable and headline-making RPS transfer involves DSP Bhurar Ram Khileri of Bhopalgarh, who has been reassigned to Banswara as Assistant Commandant of the Mewar Bhil Corps. Khileri had been embroiled in controversy following allegations of assaulting a BJP leader while in custody.
Khileri was previously placed under Attached Police Officer (APO) status—an administrative action that effectively suspends an officer from active duty pending investigation.
However, he challenged this order in the Rajasthan High Court, which stayed the APO directive. His transfer to Banswara appears to be an administrative resolution to the controversy, moving him away from the sensitive Bhopalgarh posting while keeping him in active service.
Jaipur Commissionerate Reorganization
The Jaipur Police Commissionerate will now be under a new Commissioner, Sachin Mittal.
Another significant development related to Jaipur is the posting of four Deputy Superintendents of Police to the Jaipur Development Authority (JDA): Anoop Singh (from ACP Kotwali), Mahendra Kumar Gupta (from DSP CID SSB), Akanksha Kumari (from Bharatpur Rural), and Alok Gautam (from ACP Vaishali Nagar). This concentration of senior officers at JDA suggests increased focus on development-related policing and coordination with urban planning authorities.
Apart from this, more than a dozen RPS officers have been transferred out of Jaipur to various districts. Notable transfers include Indu Lodhi from DSP Leave Reserve Jaipur to Circle Officer Thanagazi in Alwar, and Amar Singh Charan from ACP Police Control Room Jaipur to CO Pali Rural.
Other key transfers include Shivratan Godara from ACP Shastri Nagar Jaipur to CO Bikaner City, Hariram Jakhad from ACP Cyber Crime Jaipur to CO Mundwa in Nagaur, Hemraj from ACP Police Lines to CO Devli in Tonk, and Shiv Kumar Bhardwaj from DSP SOG Jaipur to CO Bhawani Mandi in Jhalawar.
Fresh Promotions and Postings
Three officers recently promoted from Police Inspector to Deputy Superintendent of Police have received their first postings in their new rank. Ramesh Kumar has been appointed as ACP Police Control Room at Jaipur Commissionerate, Kailash Chand Meena as DSP Cyber Crime Karauli, and Rampratap as DSP Cyber Crime Sirohi.
The year 2025 has seen multiple waves of police transfers in Rajasthan generally (and Jaipur specifically), with a massive reshuffle of 91 IPS officers on July 19-20, including transfers of 31 district SPs and 6 range IGs. That earlier reshuffle saw Rahul Prakash appointed as IG Jaipur Range and Sharat Kaviraj as IG SOG.
Smaller targeted transfers occurred on May 22 (4 IPS officers) and February 1 (24 IPS officers as part of 53 IAS transfers). The October 22 IPS reshuffle and the subsequent November RPS transfers yet again mark another executive reshuffle of the police ranks both at the leadership and executive level.
