Nagpur’s Much-Awaited Multimodal Transport Hub Clears Major Hurdle As Maharashtra Government Approves Changes To City's Development Plan

Nagpur’s long‑awaited Multi‑Modal Transport Hub (MMTH) plan has move forward after the Maharashtra government formally approved amendments to the city’s development plan, Times of India reported.

The changes, sanctioned by the urban development department on 28 July and disclosed to the Nagpur bench of the Bombay High Court on Thursday, clear the way for the integration of bus, Metro, rail, and commercial services near the railway station.

The revised plan reclassifies key land parcels, including plots earlier earmarked for the Maharashtra and Madhya Pradesh state road transport corporations and a section occupied by Nehru Model High School in Mouza Sitabuldi, from public and institutional use to a commercial zone.

During the hearing, Justices Mukulika Jawalkar and Praveen Patil were informed that these lands would now be part of the MMTH blueprint, reflecting the updated zoning map.

The move follows earlier criticism of the civic body for failing to provide space for vendors displaced by the demolition of a flyover near the station.

The updated plan now accommodates vendor resettlement within a proposed multi‑storey parking complex on the MMTH site.

The government’s notification sets out three key conditions before work can begin: a no‑objection certificate (NOC) from the Defence Department for overlapping land, resolution of pending litigation on MPSRTC land, and NOCs from both MSRTC and the Railways.

MahaMetro has been asked to respond within three weeks on acquisition procedures, while the state must also clarify funding arrangements.

The government stated, “Lands so released are shown as ‘Multi‑Modal Transport Hub’ as per the sanctioned plan.”

The updated zoning map will remain open for public inspection at the NMC commissioner’s office for one month.
