Delhi Assembly Speaker Vijender Gupta has raised serious concerns over a decade of inaction on crucial audit reports, revealing that neither the Public Accounts Committee (PAC) nor the Committee on Government Undertakings (COGU) submitted any reports in the last 10 years, ANI reported.
Following a meeting with the Accountant General (AG) of Delhi on 21 March, Gupta expressed deep dissatisfaction over the failure of administrative departments to submit Action Taken Notes (ATNs) on audit findings.
“Over the past ten years, neither the Public Accounts Committee (PAC) nor the Committee on Government Undertakings (COGU) of the then Assembly had submitted any reports,” he stated.
Highlighting the gravity of the issue, he added, “What is even more concerning is that the administrative departments have also failed to submit their Action Taken Notes (ATNs) on the CAG report’s paras, which should have been presented in the Assembly within three months.”
He criticised this as a “serious lapse” that undermines the extensive audit process conducted by the CAG (Comptroller and Auditor General).
In a push for reform, Gupta backed the implementation of the Audit Para Monitoring System (APMS)—a web-based tool developed by NIC to track compliance with audit findings.
The AG, Delhi, had urged the Finance Department in January 2025 to adopt this system, which is already in use by the Government of India.
“This is a good initiative and should be implemented in Delhi without delay. The Chief Secretary of the Delhi government must take immediate steps to implement the online APMS,” Gupta asserted, warning that any negligence “will not be tolerated.”
The Finance Department has been ordered to submit a status report by the first week of April 2025.
His remarks come as Delhi Chief Minister Rekha Gupta tabled a CAG report on Delhi Transport Corporation (DTC) in the assembly, exposing operational inefficiencies and financial losses under the previous Aam Aadmi Party (AAP) government.
The report identified weaknesses in fleet management, revenue generation, and operational sustainability, intensifying scrutiny over past governance failures.
