US President Donald Trump announced that he and Russian President Vladimir Putin will meet in Budapest to end what he described as the "inglorious" war between Russia and Ukraine.

The declaration came after a two-hour phone call between the leaders on Thursday, which Trump characterised as "very productive" and during which he believed "great progress was made".

Trump revealed the meeting would take place "within two weeks or so" in the Hungarian capital.

Before the summit, Secretary of State Marco Rubio will lead a delegation of high-level US advisers to meet with Russian officials next week at a location yet to be determined.

Hungarian Prime Minister Viktor Orbán, who maintains close relationships with both Trump and Putin, confirmed preparations for the USA-Russia peace summit were under way.

The planned summit marks the second attempt at direct talks between the two leaders following their August meeting in Alaska, which failed to yield a breakthrough.

Budapest had been a finalist to host that previous summit before officials ultimately selected Alaska.

The Kremlin aide Yury Ushakov told reporters that Putin immediately supported Trump's proposal for the Budapest summit, describing the telephone conversation as "highly informative and extremely frank".

Trump is scheduled to meet with Ukrainian President Volodymyr Zelenskyy today at the White House, where discussions will focus on Ukraine's request for Tomahawk cruise missiles.

The long-range weapons, with a range of approximately 1,600 kilometres, would enable Ukraine to strike Moscow and other major Russian cities.

Trump indicated he would discuss his conversation with Putin during the meeting with Zelenskyy, saying the two leaders would address the telephone call "and much more".

During the phone call, Putin reportedly raised concerns about the potential supply of Tomahawk missiles to Ukraine, telling Trump such weapons would not change the battlefield situation but would harm US-Russian relations and peace prospects.

Trump also mentioned that he and Putin spent considerable time discussing trade between Russia and the United States once the war with Ukraine concludes, and noted that Putin congratulated him on the recent peace agreement in the Middle East.
