Navi Mumbai: CIDCO Approves And Floats Tenders For NAINA Town Planning Schemes

The City and Industrial Development Corporation (CIDCO) has officially approved Town Planning Schemes (TPS) 1 to 12 for the Navi Mumbai Airport Influence Notified Area (NAINA) project, moving forward with significant infrastructure development.

NAINA, a planned city spanning 371 sq/km around Navi Mumbai's airport — is being developed by the town planning body to prevent the region’s haphazard growth, along with ensuring planned infrastructure and modern amenities. CIDCO is acting as the special planning authority for the NAINA project.

As part of the environmental clearance for the proposed international airport, the Ministry of Environment, Forests & Climate Change (MoEF&CC) mandated CIDCO to revise and update the master plan and development plan of Navi Mumbai to accommodate the airport's development. The MoEF&CC also emphasised the need to prevent unplanned or haphazard growth around the proposed airport.

CIDCO has floated tenders worth Rs 3,114 crore for TPS 2-7 in March 2024, followed by an additional Rs 3,300 crore for TPS 8-12 recently. Notably, all infrastructure works related to TPS 1 have been completed.

"Exercising the powers vested in him, the vice chairman and managing director (VCMD) has cleared TPS 1 to 12 and accordingly tenders were floated. The VCMD is also empowered to issue road tenders for TPS 11 and 12 even as their approval is pending," a senior CIDCO official stated.

"For TPS 11 and 12, the state government will appoint an arbitrator to address any public queries, conduct hearings, and submit a report to the government for final approval," the official added, reports Free press journal.

Among the 174 villages within a 25 km radius of the proposed airport, 80 villages fall under the Mumbai Metropolitan Region Development Authority, which is also responsible for developing certain areas, mainly along the Mumbai Trans Harbour Link.

In March 2024, CIDCO issued tenders for various infrastructure works such as road development, drainage, sewage, street lighting, vehicle underpasses, pedestrian underpasses, and other essential services for TPS 2 to 7 in the 94 villages under NAINA. Bidders are required to complete these works within three years.
