Shantaram Naik, Member of Parliament in the Rajya Sabha from Goa filed a breach of privilege notice against Prime Minister Narendra Modi today (24th November), for making statements on demonetisation outside Parliament, while both the Houses are in session.

The notice has been filed under Rule 187 and 188 of Rules Of Procedure and Conduct of Business in the Council of States (Rajya Sabha). “It was improper for the Prime Minister to make a statement on demonetisation outside Parliament when both the Houses of Parliament were in session,” said Naik.

The lone Rajya Sabha MP from Goa also claimed that Modi's address at the public rally in Agra on 19 November, where he commented on the demonetisation decision, was in violation of the rules of parliamentary business.

"Further, the Prime Minister himself came on television on 8 November, to announce the decision despite the fact that the Rajya Sabha debated the issue of demonetisation the whole day," Naik said.

"The Prime Minister did not think it necessary to come and attend the Rajya Sabha and intervene in the debate, thereby committing another breach of privilege of the House," he said.

The Opposition has been demanding a statement from Modi on the demonetisation issue and the Prime Minister is expected to make a statement in Parliament soon.
