Chief Minister N Chandrababu Naidu on Monday (21 July) released the Andhra Pradesh Green Hydrogen Valley Declaration-2025 in Amaravati.
The declaration outlines a detailed strategy to develop India’s largest green hydrogen ecosystem and transform Andhra Pradesh into a key hub in the country’s green energy transition, The Hindu reported.
Focus on Innovation, Manufacturing and Global Partnerships
Jointly backed by policymakers, scientists, and industry leaders, the declaration sets four major goals:
Accelerating green hydrogen production and infrastructure
Promoting domestic manufacturing and innovation
Building technical and research capacity
Fostering global partnerships and sustainable governance
Clear Targets for 2029
The plan includes building 5 GW of electrolyser manufacturing capacity and producing 1.5 million metric tonnes of green hydrogen annually by 2029.
It also aims to cut hydrogen production costs from 460 to 160–170 per kg, supported by a proposed 25 GW Green Energy Corridor.
Local Supply Chain and Job Creation
By 2030, 60 per cent of electrolyser components and storage solutions are to be locally made. At least three production units will be set up to support this goal.
The declaration also proposes India’s first Integrated Green Hydrogen Skilling Ecosystem to train 2,000 specialists annually.
Backed by Research, Startups and SRM University
SRM University, AP will act as the nodal R&D agency, with advanced labs and collaboration platforms. A 500 crore innovation fund will support 50 startups focusing on hydrogen storage, advanced materials, and carbon fibre solutions.
Advisory Board and Annual Reviews
A multi-stakeholder Green Hydrogen Valley Advisory Board will be formed to evaluate technology, storage, and testing needs. Annual summits will be held to review progress and share knowledge.
Naidu also virtually inaugurated Hero Future Energies’ green hydrogen blending plant in Tirupati, marking the start of Andhra’s green hydrogen era.
Not Just Green Hydrogen But Also Hub For Quantum Computing
The announcement about the Green Hydrogen Valley comes close on the heels of Naidu declaring the state government's intention to develop Amaravati as a 'Quantum Valley' in partnership with IBM, TCS, and L&T. As part of the initiative, a Quantum Computing Centre is to be operational in the city by 1 January 2026.
