In a sweeping crackdown ahead of Prime Minister Narendra Modi’s Canada visit, Peel Regional Police dismantled a sprawling criminal network believed to be behind a wave of extortion, fraud, and violence, with many victims reportedly from business owners of the Indian community in Canada.

Project Outsource exposed an organised gang operating in two linked spheres — extortion and the towing industry.

The group staged collisions, defrauded insurers, and enforced control over towing operations using threats, weapons, and intimidation, often aimed at South Asian business owners.

Many victims reported receiving violent threats demanding cash, with failure to comply resulting in arson, beatings, or even drive-by shootings.

Eighteen individuals, including 17 men and 1 woman, some repeat offenders already on bail, were arrested as part of the operation. Together, they face 97 charges related to fraud, firearms, extortion, and participation in a criminal organisation.

Police recovered over $4.2 million in assets, including 18 tow trucks worth $2.8 million, stolen vehicles, luxury cars, six firearms, over 500 rounds of ammunition, bulletproof vests, and assorted weapons including a crossbow and taser.

“This investigation has delivered a significant blow to a well-organised criminal network that has been spreading fear and violence in our communities,” Peel Police stated in their statement.

Authorities appealed for more information, particularly from members of the Indian diaspora affected by such targeted extortion attempts.

Last week in a similar crackdown, Peel Police dismantled a narco-terror network involving nine arrests, including seven Indian-origin men. The group trafficked cocaine via US-Canada trucking routes.

Those proceeds allegedly funded Khalistani protests, referendums, weapons, and anti-India activities abroad.
