Salman Rehman Khan, a terrorist belonging to the banned Lashkar-e-Taiba (LeT), was extradited from Rwanda by the National Investigation Agency (NIA) today (28 November).
He was implicated in the Bengaluru Prisons Terror Conspiracy case, where investigations revealed his involvement in radicalisation and the supply of explosives to terror operatives.
Salman was arrested in Kigali, Rwanda's capital, yesterday (27 November) through joint efforts by the Rwanda Investigation Bureau (RIB), Interpol, and National Central Bureaus (NCBs).
He was extradited to India on Thursday morning and was taken into custody by the NIA.
This extradition marks the seventeenth success for the NIA in securing the return of terror-related fugitives since 2020.
Salman was lodged in Bengaluru Central Prison, where he was serving a sentence for a POCSO (Protection of Children from Sexual Offenses) conviction between 2018 and 2022, NDTV reported.
During this time, Salman came in contact with T Naseer, a convicted terrorist serving life sentence.
According to the investigations, Naseer played a role in radicalising Salman and orchestrating a terror module within the prison walls.
Investigation by the NIA revealed that Salman, upon being radicalised, became an active participant in terror activities.
He aided in acquiring and distributing arms, ammunition, and explosives for terror operatives.
Naseer also masterminded plots to facilitate his own escape during court appearances, a plan in which Salman was a player.
Salman fled India after the terror conspiracy came to light, managing to evade capture until his recent arrest in Rwanda.
The Bengaluru Prisons Terror Conspiracy case was taken over by the NIA from Bengaluru City Police on 25 October last year.
Salman, declared a fugitive, faces charges under the UAPA, the Arms Act, and the Explosive Substances Act.
At the NIA's request, Interpol issued a Red Notice against Salman on 2 August.
Acting on the notice, Rwandan authorities arrested Salman and informed Indian officials.
This led to a series of coordinated efforts between the NIA, the Rwandan National Central Bureau (NCB), and Interpol, ultimately resulting in Salman's extradition.
