The National High Speed Rail Corporation Limited (NHSRCL) has invited bids for project management consultancy services covering the signalling and telecommunication system, SCADA system, and ticketing system of the Mumbai–Ahmedabad High Speed Rail project.
According to the tender document, the consultancy services are to be provided over a period of 84 months.
The bidding will be conducted through international competitive bidding under a single-stage, two-envelope process, with selection based on Quality and Cost Based Selection (QCBS) criteria and the procedures described in the request for proposal (RFP).
The RFP documents will be available for purchase between 12 August and 13 October 2025, on the National Informatics Centre (NIC) e-procurement portal.
The cost of RFP documents has been fixed at Rs 59,000 including GST, while the bid security amount is Rs 3.23 crore.
Micro and Small Enterprises (MSEs) and startups recognised under government policies are exempted from paying these fees.
A pre-proposal conference will be held in New Delhi on 27 August, though participation is not mandatory.
Proposals can be submitted online from 9 September, with the deadline set for 13 October. Technical bids will be opened the following day, 14 October.
The consultancy contract will cover key components of the country’s first bullet train project, which aims to introduce high-speed rail travel between Mumbai and Ahmedabad at an operational speed of 320 kmph.
