Uttar Pradesh, often described as the “state of expressways,” is planning a 700-km access-controlled expressway connecting Gorakhpur in eastern UP to Panipat in Haryana, the Hindustan Times reported.
Expected to be one of India’s longest expressways, the project aims to enhance inter-state trade and industrial connectivity between the two regions.
“The DPR (detailed project report) is being worked on at present,” said National Highways Authority of India (NHAI) deputy general manager (technical) Ankit Verma.
He added that access-controlled systems help reduce accidents due to unwarranted entry of vehicles.
The expressway will have four to six lanes, expandable to eight.
Construction is likely to start in 2026 and will be completed within two and a half years. “Different stretches will be assigned via tender to different work agencies,” Verma said, noting that each construction package could range from 50 km to 70 km.
Initially planned as the Gorakhpur–Shamli expressway, the route has now been extended to Panipat to tap into Haryana’s industrial strength.
The city hosts over 4,000 units in textiles, furniture, paper, and agro-based sectors.
Improved connectivity is expected to ease labour mobility and promote trade, especially benefiting UP’s handicraft and agro-based districts under the “One District, One Product” (ODOP) scheme.
The proposed route will pass through Siddharthnagar, Balrampur, Shravasti, Lucknow, Sitapur, Meerut, Amroha, and Pilibhit, and touch Bareilly and Moradabad, with a majority of the stretch being greenfield.
According to officials, the state government will assist in land acquisition once the DPR, detailing alignment and environmental safeguards like minimal tree felling, is finalised.
“At some points, the state might need to add or join roads for better connectivity,” an official added.
