India Continuing Russian Oil Imports At 1.75 Million Barrels Per Day Despite Global Sanctions: Envoy Alipov

India continues to import substantial volumes of Russian crude oil despite heightened Western sanctions on Moscow, Russian ambassador to India Denis Alipov has said.

Speaking to Rossiya-24 TV channel, Alipov noted that India’s purchases of Russian feedstock remain stable at around 1.75 million barrels per day, according to October 2025 estimates.

“If we look at October statistics, India continues buying huge quantities of Russian feedstock. Approximately at the same level as lately, about 1.75 million barrels per day,” Alipov said, as reported by Russian state news agency TASS.

He added, “This figure, it bounced before, it is still bouncing now, higher in certain months and lower in the others - approximately at the same level in average.”

His comments come as the United States and the European Union tighten sanctions on Russia over the war in Ukraine.

Washington imposed new sanctions on Rosneft and Lukoil, which together produce nearly 57 per cent of Russia’s crude oil—effective 21 November 2025. The EU has also maintained restrictions on Russian crude and petroleum products.

Responding to questions about India’s stance, the Ministry of External Affairs (MEA) had reaffirmed that the country’s energy policy remains guided by national priorities.

MEA spokesperson Randhir Jaiswal reiterated that India’s oil procurement strategy is determined by global market conditions and price fluctuations.

It was the government’s foremost priority to ensure a stable and affordable fuel supply for its 1.4 billion citizens, aligning energy decisions with national responsibility and economic needs.
