Jharkhand Governor Santosh Kumar Gangwar has ordered an inquiry into alleged irregularities in the 11th, 12th, and 13th civil services examinations conducted by the Jharkhand Public Service Commission (JPSC), reported The New Indian Express.
The Governor’s decision follows numerous complaints and a memorandum submitted on behalf of candidates raising concerns about the exam process's transparency.
The Governor's under secretary sent a letter to the JPSC Chairman, requesting an investigation and appropriate action.
The Governor’s under secretary has sent a letter to JPSC Chairman asking for investigation and action as per the rules, according to sources cited in the TNIE report.
Former Chief Minister Raghuvar Das also met with the Governor recently, demanding a high-level inquiry into the examination irregularities.
Candidates' memorandum highlighted several concerns.
They alleged that the evaluation of answer sheets was done through digital medium, whereas the SOP prescribed by the Commission has a provision to show answer sheets to the candidates. This process was not possible in digital evaluation.
They further stated that a third-party agency, not selected through a tender process, was involved in the examination, compromising its confidentiality. Concerns about errors in exam results and the reopening of the application portal by the commission a week before the examination also raised concerns, according to the memorandum.
Candidates also claimed that contractual and unqualified teachers evaluated the answer sheets.
They claimed that rules dictate evaluation by teachers with at least ten years of university-level experience or five years of postgraduate teaching experience.
Additionally, candidates alleged receiving phone calls in August-September 2024, demanding money for increased marks.
The 11th, 12th, and 13th civil services exams for 342 posts were held simultaneously on 27 January, 2024. Interviews took place from 10 June, 2025, with 860 out of 864 candidates appearing.
