Newly appointed National Human Rights Commission (NHRC) member Priyank Kanoongo has raised concerns over the involvement of children in political campaigns by the Aam Aadmi Party (AAP).
In a letter addressed to Chief Election Commissioner (CEC) Rajiv Kumar on Monday, Kanoongo flagged a video shared on social media by AAP national convener Arvind Kejriwal, where children were seen actively participating in campaign activities.
Highlighting the legal implications, Kanoongo noted that although the Model Code of Conduct for the upcoming Assembly election is not yet in effect, the participation of children in such drives violates the Election Commission of India's (ECI) guidelines. It also contravenes Section 75 of the Juvenile Justice Act, 2015, which prohibits acts of cruelty toward children.
Acting on its mandate, the NHRC took suo motu cognizance of the matter under Section 12(a) of the Protection of Human Rights Act, 1993. The Commission urged the CEC to take immediate corrective measures.
Kanoongo urged the ECI to address the instant issue and at the same time requested to consider issuance of firm guidelines to all the political parties to refrain from using children in any political activities.
The issue underscores the need for greater vigilance during election cycles to safeguard children’s rights and prevent their exploitation in political activities. The AAP or its leadership is yet to respond to these allegations.
However, the NHRC's appeal to the Election Commission highlights the growing focus on ensuring ethical conduct in the electoral process, particularly with regard to protecting vulnerable groups like children.
