PM Modi Promises Next Phase Of DLI Scheme For India Semiconductor Mission, Eyes $1 Trillion Global Chip Market

Prime Minister Narendra Modi on Tuesday (2 September) announced that the government is preparing to roll out the next phase of the India Semiconductor Mission and the Design-Linked Incentive (DLI) scheme, signalling a stronger push to make India a global hub for chip design and manufacturing.

Speaking at the inauguration of Semicon India 2025 in New Delhi, Modi said the sector is central to India’s digital future. “We are working on the next phase of the India Semiconductor Mission,” he declared.

He said that India aims to hold a significant share in the $1 trillion global semiconductor market, with the vision to become a full-stack semiconductor nation covering design, manufacturing, packaging, and advanced devices.

He stressed that the government would soon give shape to a new DLI scheme to encourage innovation in chip design, strengthen the domestic supply chain, and attract international players to collaborate with Indian companies.

The Prime Minister also underlined India’s long-term vision for the sector, saying the country was committed to ensuring the availability of critical minerals required for semiconductor production.

As part of this effort, he pointed to the recently launched Critical Minerals Mission, which aims to meet the growing demand for rare earth elements crucial to the industry.

Modi projected confidence that India would not just participate in the global semiconductor race but lead it.

“The days are not far when the smallest chip made in India will drive the biggest change in the world,” he said.

The government has already rolled out multibillion-dollar incentive schemes to attract global semiconductor and display manufacturers, while also nurturing local design start-ups.

With the promised expansion of both the Semiconductor Mission and the DLI scheme, India is positioning itself as a competitive and reliable player in the global chip supply chain.

Key Points Made By PM Modi On The Semiconductor Sector

India is creating semiconductor parks with plug-and-play infrastructure, including land, power, ports, airports, and skilled manpower, combined with incentives like PLI and design-linked grants.

The National Single Window System has been implemented to speed up approvals and cut down paperwork, ensuring faster movement “from file to factory.”

India is advancing in critical minerals through the National Critical Minerals Mission to ensure a secure domestic supply for the chip ecosystem.

Design centres in Noida and Bengaluru are working on some of the world’s most advanced chips capable of storing billions of transistors, powering next-gen immersive technologies.

Start-ups and MSMEs are central to the mission, with support from the DLI scheme, Chips-to-Startup programme, and National Research Fund.

Modi stressed that India’s youth contribute 20 per cent of global semiconductor design talent, calling them the backbone of the industry.

He affirmed India’s long-term commitment to the sector: “Design is ready. Mask is aligned. Now is the time for precision execution and delivery at scale.”
